I am in the used lubricating oil recycling business and we are using wiped film evaporation to get the base oil from used oil. Can anyone suggest some good books or websites for me to learn more about used oil (or waste oil) treatment, or wiped film evaporation itself?

The operational principles of a wipe film reactor can get very complicated rather quickly.
It would pay you to have someone available as an expert witness for the theory if possible. You can handle the mechanical end.
I would do a search on Google, Scirus, and the Book Sites probably the API. I will keep an eye open.
I think your idea is a very good one as some of the regulators can get very technical especially if they think you are not technically competent in a particular area of your operation. Make sure you have a written contingency plan for things like spills and fire. Used motor carries all kinds of definitions depending on your location.
