What are innovative ways to alleviate overcongestion? Our transmission lines are close to its capacity limits, but we cannot reinforce our trans. system in the same year. How can we handle the load growths for the next few years if our lines are already at its limits?
In other words, our utility is searching for new ways to delay line construction. However, we have once again reached capacity limits after already installing short term solutions such as voltage support devices and advance controls. Bad planning on our part. We have already looked into

You should have at least a 5 yr plan that takes into account load growth. Each the 5 yr average growth % is used to project the yearly demands on your system. You then can predict the expected year that you need to do improvements to the system.
You said "Our transmission lines are close to its capacity limits, but we cannot reinforce our trans. system in the same year." How can you let this condition happen? You don't have much choice. If the lines are overloaded they tend to burn down.

No offense is meant, but it sounds like you have received two clear warnings. Load growth should bring requisite economic growth, but funds for system reinforcement have seemingly been used elsewhere.
There are two approaches—make sure your cellphone battery is well charged, or make sure it dies soon. Just don’t get anyone killed in the process.

Middle-manager MBAs may have you taken away in a straitjacket, but maybe it’s time to suggest something simple but anarchistic like limiting production to save a very expensive mop-up.
All indications were that being party to events like NASA and their frozen booster-engine "lucky putty" were none too pleasant.
