I am trying to determine what the minimum recommended distance is between a truck unloading facility and process unit areas, specifically fired heaters.
I have checked NFPA 30 and they only have guidlines for distances to "aboveground tanks, warehouses, other plant buildings or the nearest line of adjoining property".
I found regulations for LPG unloading facilities in API 2510. However, the material we are unloading is offspec. gasoline, and deisel.

Previously the petroleum act in Australia required distances of 75ft between wellheads and engines etc.
You will probably need to consider the hazardous area and ensure that the vehicle is outside of the hazardous zone.
The aim of the separation is so that if you have a fire at one point (the plant) then the tank vehicle can be saved. 75ft / 25m allows for some one to get in there and press a stop button or similar. It does not allow people to go in and start disconnecting hoses etc.
When planning your unloading facility ensure that the trucky can drive into and out of the unloading facility without the need to reverse. This is so that the truck can be easily pulled out in the case of emergency
