Our local bridge owner has included in its design manual a set of curves describing the passive/active earth pressure coefficients for various sands based on movement at the top of wall.

I would like to find the equations that these curves are based on.

The chart is credited Barker (1997).  Not exactly clear.

Can anyone help me find this reference, or other help?

Sorry - I'm not going to much help with your "equations" - I ran a search on Barker and Passive Earth Pressures and got a number of good hits but not exactly what you are looking for.  Apparently, the Barker curves are for LRFD design and would likely be in Eurocode 7 although I still haven't been able to grab a copy of it.  It also appears that Barker wrote a book and it may be in there if you can snag it.  I give some results of my search for interest.  I did run across a couple of good references - not per your question but the one by Polous looks first rate and I will have to print it out and take a long look . . .

I believe after doing some additional searching that the author is R. Barker of Va Tech University.

Likely - R.M. Barker is close to R. Barker!

I had a chance to skim the paper by Poulos - I suggest all geotechs get a copy of it - it is well done - but almost all papers by Poulos are.
