Please advise what is a voltage tolerance for 3 phase, 400V utility in France.

The acceptable voltage variation in France is +/- 10 %. This is also related in term of time as follow:
a   Permanent nominal voltage variation: ± 10%.
b.  Five minutes nominal voltage variation: ± 20%.

Is there a list somewhere that shows the 3phase power for all countries? For example, I thought Germany was 380? And reading this post indicates that France is 400V?

There is some confusion regarding the mains voltage(s) in Europe.

Most countries used to have 380/220, but the UK and some other(s) had 415/240 volts.

The European harmonization has brought a cahnge to that situation and over the last ten or fifteen years, the 220 has slowly been adjusted upwards to 230 V and the 240 downwards to 230 V. So, we all have 400/230 V now. And the official tolerance is +/- 10 percent. But asynchronous induction motors are not supposed to deliver rated power if outside +/- 5 percent. Frequency is 50 Hz.
