What is the outer diameter dimension for each size rim? For example, it appears from random measurements that the OD is 1" larger than size (i.e., 15" OD for a 14" wheel, 16" for a 15" wheel). I do not have a copy of T&RA's specs, but somewhat expensive to answer this question.

The answer to your question will depend on what style rim it is (car, truck, spare, etc). If you are inquiring about a wheel you physically have, then examine the brake/mounting side (inside or rear) of the wheel for any identification markings & post them here. If you are designing a wheel, you should probably know the required rim type for the wheel's application before going any further.
Random measurements are not a good practice to follow because T&RA allows for tolerances that can vary as much as 2mm. No, that's not a lot for folks who work in english units, but it could cause any number of problems. Let's say you measure a wheel that is made at the high side of the spec. limit & then don't account for YOUR tolerancing, you may well end up with a rim that doesn't comply to T&RA standards...and depending on the business you are in, that could end up as a legal issue should you have any sort of performance issues come up. If you're making consumer products, it would be my opinion that you obtain a T&RA manual, find out the rim type you are desiring & go from there. Better to be safe than sorry.
