does anybody know what ANSI/IEEE standards talk about interconnection to a Qualifying Facility?

"Qualifying Facility" is a FERC bean-counter term, not a technical definition.  

In general, the connecting utility will define the protection requirements.  Metering requirements depend on the power sales agreement.  

What type of information are you looking for?  There are ANSI recommendations for generator protection.

I am looking for any requirements/recommendations for a 13.8 kV tie line connecting a hydroelectric dam to a substation.  Specifically recommendations concerning connecting distribution customers to the tie line.
