How do you boost a low voltage supply from a supply authority, especially in a situation where the voltage is too low for conventional stabilizers to boost?

Transformer or Autotransformer.

Another term used for Autotransformers in that applications is Buck-Boost transformers. That is how you will see them listed in manufacturers catalogs.

tranformers  with ON LOAD tap changers will be more effective....

Capacitors could help in conjunction with tap-changing transformers—but there are a lot of variables to consider.
