I have run across a couple of projects that have "flowable fill" required as a backfill material.  Basically the spec. calls out "low strength concrete of 1,000 psi at 28 days" or something similar.  Are there any standard mix designs or specifications available?

The ACI seminar I attended referred to flowable backfill as controlled low strength material.Typical CLSM mixture usually consists of 1.5% +/- of cement, 7-12% of flyash, 70-85% of sand and 7-17% of water, it has a flow spread of at least 8 in. You can type "controlled low strength material" into any web search engine and find a lot of DOT and university studies. The ACI literature is not free but you can get it if needed.

Most local Redi-mix suppliers now have flowable fill mixes. Check with the larger suppliers in your area
