I installed a 24VDC battery supplying a scada panel. The battery is sitting on a steel rack built for the purpose. Inspections say I need to ground (bond) the rack but cannot site a code (NEC) article that is applicable. Is there a code article that applies to this installation?

In most countries it is a requirement to bond all metal surfaces in electrical installations, that people may come in contact with.  Actual regs are different in country to country but the essence is the same.  Anyway it is good design to do this for protection and EMI/EMC issues.
