I am reading through SW HELP but somehow can not figure it out.

Could you please give some brief explanation - sort of BLOCKS FOR DUMMIES

The easiest way to make a block is to start with a blank drawing with no views.  Draw the block (curves and text).  select all of the entities, right-click and choose "Make block".  To export the block to a file: select the block, right-click the new block and select "Save to file".

If you do add a block part of a view, RMB cut, RMB on dwg and "lock sheet focus", paste.
Just my 2 cents worth. :)
