How to design a radiator ??

I want to design a shell-and-tube heat exchanger device where air makes a single shell pass, entering at 45 degrees Celceous with an average heat transfer coefficent of 300 W/m^2.K . The following information can easily be estimated from different sources.
The water flow rate
the air flow rate
the water inlet temperature to the heat exchanger
The project is to design a radiator taking into consideration the following constrains
-The outlet temperature of water should not be less than 10 degrees Celceous difference with the inlet temperature
-Size of the heat exchanger
-Cost of the heat exchanger

Just a note, a "shell-and-tube" design,(i.e. TEMA desgn) strictly speaking is probably not what you are after.
The heat exchanger would be a design that probably follows the design rules of API 661(I think)or would be a commercial grade item. Finned tubes would be used and the unit design would depend a lot on the operating pressure of the fluid being cooled.
