We need more info to answer this.  What is your application?  Is it a building?  Is it a marine structure?  Is it in a splash zone?  What is the chloride level of the concrete to be used?  Any chlorides in the aggregates?

Generally by a combination of concrete quality and cover. More specific information is needed.
