What would be the best way to state a general power/electrical requirement for a foreign manufacturer to develop/design a machine that will meet US power standards?

Suggestion: The manufacturer might be recommended to adhere to:
NFPA 70 National Electrical Code
NFPA 79 Electrical Standard for Industrial Machinery
etc.

You might just refer to all of NFPA, there's lots of electrical documents in there in addition to the two noted above.

You might also mention IEEE, NEMA, ANSI, and UL.  Possibly IES, ICEA and NETA too depending on your specific requirements.
