Just wondering if there is a way to dimension in both sketch mode and drawing mode to dimension from lets say an edge to the tangent or quadrant edge of a radius or hole diameter?

I assume this is what your looking for:

Lets say you have and edge and circle (Doesn't matter if your in Drawing or sketch mode this works for both). You put a dimension on the drawing and the dimension snaps to the inside of the circle and the collineart to the edge.

1) Simply RMB the dimension
2) Click on properties
3) Change the "Arc condition" in the properties of the dimension
4) Click OK and your done.

To clarify Scott's reply you want to look for the MIN and MAX arc conditions in the properties of the dimension. what you are describing sounds like the minimum arc condition. Hope this clears things up a bit.
