Can anyone tell me if there is such a way to concurrently draw multiple (parallel) lines at the same time with different starting points?  If not currently, could a way be created using VBA?    

This tool could be used to transfer multiple dimensions when creating different object viewpoints.

Does the command MLINE help you at all?

With MLINE, can you draw more than 2 lines with starting points that have different distances between each of them?

Nope.  Sounds like a LISP or VBA application.
