We are currently designing a pier foundation for a certain building. We have a Pier End Beam Value of 4000 psf and a skin friction of 1000 psf. The soil report recommends a minimum depth of 8 feet for the piers. But there is water at around 8 feet deep. The soil report did not say it has included the water table in its analysis. My questions are: would the friction and end beam value change? what would be the factor of change?

They can certainly assist in clarifying any provision of their report and amend it accordingly. In fact, it is always a good idea to allow the geotechnical engineer to participate fully in the design through good communication, and follow up review of your foundation design. Also - on-site observations are a good idea for your geotech as well.
