Anyone know off the top of their heads what ASME/ANSI standard deals with socket (fusion) welding of small ID ( < 3") Halar (ECTFE) chemical service piping?

Not sure about ASME or ANSI, but you should check out ASTM D-2657, which is used for polypropylene, polyethylene, and PVDF materials.  Don't know if Halar is covered.  You also might find information on Asahi America's website.  They make a Halar piping system.  www.asahi-america.com

RE: Socket (Fusion) Welding of Halar (ECTFE) Pipe?

The relevant code for chemical process piping would be ASME B31.3 and there are requirements in that Code for socket fusion piping in its Chapter 7.  You will also need to follow the manufacturer specific requirements.
