I am not very experience with HVAC issues, so any help is greatly appreciated.  

At one of our dams we have a outlet tower that contains a gate operating gallery.  The gallery volume is approximately 7800 cubic feet, and there is no current ventilation in the gallery.  An operator goes into this space periodicaly in order to do maintance and to operate the gates.

What is required for air exchange and where do I find the info.  We have to draw the fresh air from above the gallery, since the gallery is under water.  We have and access ladder/chamber that goes to the top of the tower that we can run the ducting in.  The fan can be placed in a door that is in the gallery.  This door is the access to the outlet, and there is a natural outward suction because of the water being released.

I think this is pretty straight forward, but I want to make sure I have all of the figures and requirements correct.

During occupied periods, I would reccomend 10 Liters of air per second per person.

You can pick up a copy of the International Mechanical Code that will give some guidelines on ventilation:

Offhand, you could aim for a certain number of air changes per hour and add a fan to accommodate.

You can go with 6 AC/HR = ~780/800 cfm should do for only ventilation.

Incidentally, you may be aware already,
the galley you describe, one should probably
considered as 'confined space'. Hence,
demanding external supervision, oxygen demand
checks, etc. in accordance with your local
code.
