I recently read about a building which is said to be failing due to a "Right Lateral Rotational Failure." Is this a term used to describe a failure from having only 3 sides of a 4 sided building braced? Or is there more to this description?

and therefore complete and based on a simple complex of shear plane in a basal system, rather than a lot of interactive system failures, or a false rotation which may be actually a cause from anoterh source
