I don't have access to the V5 drafting admin docs.
It was recently brought up in a meeting that it is possible to setup a folder of CATDrawings containing drafting frames and titleblocks. (This is an alternative method to having a set of xml scripts).
Has anyone done it this way?
Can someone verify it can be done this way?

At the company I work for we use the following method for placing drawing frames on a drawing sheet.
Draw the Frames and Title blocks as details in a CATDrawing file and make a reference to it in a CATCatalog. When a user is on the Drawing workbench they can access the frames through the catalog icon (looks like a book) and instantiate a frame onto the background view of the drawing.
If this does not make sense or you would like more detail post again.

With your method, are users able to edit the frames?
How does a user add/edit titleblock info? Is it in the background also?
Please excuse all the questions. My company is starting the process of establishing drawing frames, and we're not too happy with Dassault's frame script method of having unprotected frames.

You can create String Parameters in the drawing.
You can then link (attribute links) the drawing texts to the value of the corresponding String Parameter.
Finally close access to the background view for users (from R11, I think) if you are concerned about protection.
Now you can enter all information in the titleblock from the Parameters.
This works best if you start your drawing from 'New From' as the links must be there from the start.
At our company we have ready made drawings as a starting point (from Smarteam) with frames, titleblocks and parameters.
If you go for the Catalog approach, the Parameter creation and linking could maybe be done by scripting.

I'm looking for a way to protect the linework and signage in the border.

If you log on to catia as an CATIA-administrator you can prevent background access for the users. This could be a way to protect frame lines and signage.
I'm not sure which version you use, but I think this is possible from R10 and upwards.

Yes I know the topic is without a script but...
What we have is a script that ask for a type of drawing, and the script does the same as : File new from...
so we do have starting drawings in wich we define frame and parameters for further edition (by script also)
But you can use the file new from without script if you want.

Yes you can "setup a folder of CATDrawings containing drafting frames and titleblocks."
Put the titleblock and stuff in your seed drawings. Name your seed drawings something like A-empty.CATDrawing, B-empty.CATDrawing, etc. Then use NewFrom when you want to start a new Drawing.
You can lock your users into NewFrom in Tools - Options - Mechanical Design - Drafting - Administration - Drawing Management - Prevent File>New
