I am trying to insert an Adobe PDF file into a worksheet (Mathcad 2000 Professional).  When I insert the block, it is active - I can click on it and edit the document,in this case a table, but when I am in the remainder of the worksheet only the Adobe logo is visable for the insert.  This is not the case with an excel spreadsheets or Autocad files.  What do I need to do in the case of a PDF file to be able to view it without entering the document for editing?

Talk to Adobe.  The embedded object's properties are a function of the embedded object only.  In this case, Adobe elected to not provide a means for viewing the contents.
