Procedure Qual. & "Pressure Equipment Directive"

Procedure Qual. & "Pressure Equipment Directive"

Procedure Qual. & "Pressure Equipment Directive"

(OP)
We reciently received a job to fabricate some pressure vessels in accordance with ASME and the "Pressure Equipment Directive". We are a code vessel shop and hold procedures and performance qualifications to ASME Sec. IX, however I am told we will have to requalify our procedures and welders under the Pressure Equipment Directive and have this process witnessed by a Notifiying Body. I have no problem with this but, are their any other requirements different than or additional to ASME IX I should be aware of.
Any help will be appreciated.

RE: Procedure Qual. & "Pressure Equipment Directive"

Well, you will have your hands full. Its not simple nor cut and dried. Tall to your AIA and see if they have PED services.

RE: Procedure Qual. & "Pressure Equipment Directive"

ASME issued a "Guide for ASME stamp holders-Use of ASME Section VIII div1 to meet the EC Pressure Equipment Directive (97/23/EC)".
113 pages of differencies. It takes a LOT of work on quality assurance system. In my opinion requirements of ASME BPVC and PED are sometimes conflicting. Not always will you be able to put CE and U marks on the same vessel.

Thanks for the information.  We do have PED services but want to be somewhat educated before we are put on the clock. I can see I have some work to do. Thanks again deanc. Also thanks to Konrad. If it moves, train it...if it doesn't move, calibrate it...if it isn't written down, it never happened!

RE: Procedure Qual. & "Pressure Equipment Directive"

Dar,

Yes, you will need PED weld procedures and with all of the  paperwork and witnessing by AI's involved, it is a very expensive investment. (I've written many in the last year or so) We are a PED shop (ASME U Stamp, ISO 9001: 2000, Pressure Equipment Directive 97/23/EC: Module H) and can make completed PED (CE marked assemblies). If you don't have your quality system "certified" I'm pretty sure you will only be able to make pressure vessel components, not completed assemblies.  Getting the PED cert is a VERY expensive and time-consuming process. You can contact me if you want more info.

RE: Procedure Qual. & "Pressure Equipment Directive"

You do not need weld procedures specific to the pressure equipment directive.

This is very important.

what you need to do is demonstrate that your weld procedures meet the essential sefety requirements of the pressure equipment directive (97/23/EC).

We produce vessels to PD5500 and ASME VII Div.1. We use EN288 and EN287 weld/welder procedures/approvals for PD5500 and ASME IX for ASME VIII vessels.

What you have to do is identify a notified body and sign a contract with them to act as your notified body.

They may accept you weld procedures as they stand, they may require you to requalify.

I would urge you to contact a notified body and discuss the matter with them. Do not go near a German notified body as they are currently trying to squeeze every penny out of their customers and the German government is being investigated by CEN for protectionist practices regarding the PED.

If you want a list of notified bodies go to http://ped.eurodyn.com

Hope this helps.

RE: Procedure Qual. & "Pressure Equipment Directive"

dar,
requalification of WPS's and WPQ's are not all that different, primarily consisting of more extensive NDE and impact testing, you're going to have to address your NDE program requirements as well

RE: Procedure Qual. & "Pressure Equipment Directive"

With regard to impact testing, check out the guidleines on materials, impact testing is not mandatory for designs were brittle or fatigue failure is a problem.
