The final report of the investigation into the NE blackout of last summer has been completed and just released. It is available at www.nerc.com In the report it says the blackout was preventable and lays the most of the blame on First Energy of Ohio. I would be interested in hearing what others think of the report and recommendations. The report also seems to push for and recommmend mandatory reliability regulations. It seems the regional reliability councils may actually gain strength in regulation of its members. Last, but not least does anyone think we will ever see a blackout of that magnitude again?
