I, again, am looking to my esteemed colleagues to assisting me put together a small database with respect to shoulder material requirements (unpaved) for national/interstate highways, state highways. In particular, I am looking for details as to Plasticity Index limitations, gradation specs, crushed and/or natural, stabilized (e.g., lime), requirement for turfing, etc. My thanks to all.

Since the embankmant/roadway is constructed as a unit, the material for the shoulders should be the same as the roadway.
