Could anyone please tell me if SA-266 Cl.2 is permitted as per ASME SEC.II Part D in edition 2004 for using in ASME Sec. VIII (Pressure Vessels) or not?

Yes. See page 14 of Part II, D, Subpart 1, 2003 Addendum.
