How do U.S. 1-minute average wind speeds relate to basic wind speeds or 3-second gust velocities used for design?

So the U.S. 1-minute average wind speeds used in the Saffir-Simpson Hurricane Scale is the same as the fastest mile wind speed used in the old code?  Do you have a reference that says this? Thanks

there is a rather long explanation on the wind speed definition in the 2000 ibc structural handbook. i can email it to yo if you do not have it. i do not know what the hurricane wind speed is based on for a fact but i think you are right

3 second gusts are about 1.2*sustained wind speeds
