We are constructing a dam spillway with a flip bucket energy dissipator.

The bucket radius is 5m and the mass is approx 70 T /m

What is the best current practice to form and place such structures?
The possibilities being considered are:
Vacuum dewatering with a geotextile on the top form to prevent blowholes.
 
Precast of the top 300mm curved profile. This can be cast inverted and fixed to the required line and level in about 5m lenghts.
