I have been asked to perform an independent (out of discipline) review of the design of pipeline(s) used for the onshore transport of #6 and #2 oil. Although there will be experienced engineers responsible for the detailed review, and my review is intended to be more of an engineering common-sense look at the design. I would like to learn more about the subject, and what is typically included in the design. Anyone have an idea of a good source?

You will find a lot of help in "Pipeline Rules of Thumb Handbook" if you need hands on information that are usefull in the field but that wont really help you for a design review.
I would suggest you went thru ASME31.4 for standard pipeline sizing routines.

Also, a general book is "Oil and Gas Pipeline Fundamentals" by John L Kennedy sold through PennWell.
