Does ASME B31.3 Appendix X preclude testing a bellows expansion joint pneumatically at a reduced pressure as is permitted throughout the rest of the code for other components?

The pressure test in Appendix X is designed to prove the expansion joint pressure design.  You can test it pneumatically, but the pressure is not reduced.  Same pressure is required, either hydrostatic test or pneumatic test.
