I have created a model of a welded structure using shell and beam elements. This structure has two mounting plates that are bolted to a concrete floor. I have fixed the plates at the bolt holes in all directions. I would also like to constrain the the base plates across the rest of their surface area so that they a free to flex away from the floor, but prevented from flexing into the floor. Does anyone know a way to do this?

The only way to do that is with contact elements. In a 3D model, you are restricted to solid elements, however. You can create your model with solids only where the contact elements are and leave the rest in shells and beams. Use standard techniques to match the DOF between element types.
