I need to remove essentially ALL water from butadiene1,3 and other hydrocarbon mix. Does anyone have experience or references on what filtering medium or technology works best or does not work adequately for such a tight specification? We are looking to put out a lot of money to correct the problem and $ aside, I want something that will do the job.

You want to dehydrate 1,3-butadiene and other hydrocarbons to ppm levels of residual water. Filters and/or coalescers will not get you there.  Coalescers can get water content down to solubility level at the temperature in the coalescer.  There are two methods that can work for your application.
Mole Sieves (3A) are often used to dehydrate both gas and liquid streams.  At the link www.gaspurification.com you can find contacts who can speak to this method.  Sieve regeneration is done at temperatures and carrier gas flows that promote very little olefin polymerization.
Pervaporation is another method that can be used.  Sulzer or Artisan Industries can be contacted for this method.
