We had to chrome plate the bore of a universal flange yoke. The bore is where the bearing is pressed in, and the bore Ø over time had worn had exceeded the tolerance limit, thus we chrome plated the bore and remachined to provide the proper fit. Looking at it now, some of the plating is missing, chipped off. What percent of the plating surface area can be lost and still provide a good press before it needs to be replated? Is there any standard out there?

It sounds like you have palted with decorative chrome instead of an industrial hard chrome.  You should not be able to machine hard chrome. The stresses in some chrome plate are quite high and will peel when thin. Also it could have been a poor plating job being in a bore.

Could you use a Tolerance Ring in the bore?

I did a little research and the yokes have been in service in a steel mill for about 3 years. The shaft manufacturer suggest this procedure. Its lived up to what it was suppose to do. The other alternative was to open the bore up and use larger bearings, but the customer didn't want to stock larger bearings just for that shaft. Do you know any info on % of surface area loss that is acceptable?

I am not a mech engineer, but I think you should consult the bearing manufacturer to find out what they would consider acceptable.  It is probably dependant on the thickness of the outer bearing shell.
