Hello all!!

As you may know, ANSI B31.1 has got technical responsibility of the external boiler piping, whereas ASME Sec.I has got administrative jurisdiction. What does it mean? For example the materials to be used for pipes, valves etc must be SA? And the maximum allowable temperatures of materials must be according to ASME Sec. 1 or B31.1??
What includes "administrative jurisdiction"??

Administrative responsibility typically refers to the paperwork required for final design/construction of the boiler. This usually involves the Authorized Inspector and their sign-off of Data Reports after the Power Piping has been installed, stamped (as witnessed by the AI) and hydrotested as part of the requirements of ASME Section I.

The technical responsibility requires the piping to be designed and installed under the requirements of ASME B31.1 Power Piping Code. The use of material and allowable stress values falls under ASME B31.1. This is important because ASME Section II part D has revised the allowable stress values for code approved material in the 2002 Addendum to reflect a change in safety factor from 4 to 3.5. To my understanding, ASME B31.1 allowable stress values listed in Appendix A, Table A-1 for power piping material did not change.
