I am wondering if there is any verbage in the B&PV code regarding the use of a material not specifically listed in Section II Part D and if so, where is this information located?  Bottom line, I would like to use a seamless tubing supplied by my vendor as TP316L per A269 but the code does not permit the use of A269.  The material spec required for seamless TP316L seamless tubing per the 1998 code (as I see it) is an SA213.  The question is this - can I find a way to legally substitute the A269 for the SA213?

Your case is thoroughly treated in UG-10: you should study this chapter in detail.
In summary: the use of an unlisted material is not permitted, but you may recertify a fully identified material to demonstrate that it conforms to a listed specification.

Thanks a great deal.  I've been dealing with the code as someone whom needs to know enough to get the design in the ballpark.  Although this is important stuff, I've never been placed in a situation before where I could not find the material which meets the SA spec required for the form/grade.  I will definitely review UG-10 now that you've pointed me there.

Before I start though, could you please clarify what you mean by "you may recertify a fully identified material to demonstrate that it conforms to a listed specification" if I tell you that our organization produces vessels which may be advertised to "conform to the design and testing requirements of the ASME B&PV code."  However, this requirement is self imposed since the vessels do not meet the criteria of U-1 (specifically, we are always under 6" diameter).  How does this affect the need to get recertification?  I suppose you would recommend going back to our tubing supplier for recerts to the proper SA spec?

Suggest you also see the "Forward" and UG-15.

You would need to go back to the tubing supplier and have them attempt to re-certify the ASTM A 269 material to meeting the requirements of the ASME SA 213 specification, as indicated in UG-10.

Thanks folks for all the help.  I've been looking into having the material recertified and I'm beginning to think this is going to be a difficult process...

You may recertify yourself the unlisted material, as permitted by UG-10(2) 'Recertification by the Vessel or Part Manufacturer': this is basically a check that all the requirements of the listed specification are satisfied by the certification of the unlisted material and that the latter is properly identified.
And as you don't require an official stamp, I guess that this procedure might be more substantial than formal, so not excessively difficult (provided of course the two specifications are substantially equivalent).
UG-15 is also interesting, but this is of application only when a useful specification is not listed, and that's not your situation.

Lets look at this some more. What is your application?
Could you fall under a non-pressure part? A-269 is a "S" material. Is it piping that falls under U-1(c)(2)(d)or(e)?

If not stick to the material in UCS-23 (page 303). You may be able to requal. this material,but it appears it would need a lot more tests.

Here we go.
1) if you have an ASME c of autorization, you  can perfectly say/advertise that you build to the ASME B&PV Code, if you do not: you are violating the by laws of the ASME.-it means that you are forbidden to use the ASMe into advertising period.

If you have the autorization;
PG-10... complete procedure, what you are missing from other repplies...
The mfr can re-certify but it is tricky... you have to take the tube and get a full analysis  and if it complies with the specification,(chem and mech) you are home free.
