Does anyone know,if their is a backfill lateral pressure
reduction using 2 inches of rigid insulation between the blockwall and backfill on an 9 foot high basement wall. Any information on this thought will be appreciated.

Sorry, no reduction.  Use same lateral pressure.  Most rigid insulations can carry a lot of weight over a square foot.  Even if insulation compresses the lateral force would be the same.
