I was wondering if anyone can inform me if the standard EN-10204 gives information on hardness values and material compositon of material requested for engineering purposes?

If the above is correct and if material data given in EN10204 certificate of material is found to meet NACE MR0175, can I personally state suitability of the material for sour service or does the provider of the EN10204 certificate have to provide this even though material data support sour service.

EN10204 does not mention anything about material requirements, compositions etc.

EN10204 deals entirely with the type of inspection document, i.e. what kind of (external or internal) authority did actually inspect and sign the certificate.

The most common certificate is type 3.1B which requires that the certificate must be inspected and signed by the mills own (authorized) inspection department which must be independant from the production department.

The material certificates may include results from  hardness and other tests. Whether or not a separate NACE certificate is required I don't know, but I would not think so as long as the required values are fulfilled.

For your information, a new version of the 10204-2004 is now applicable. The important alterations are that type 2.3 is decay. 3.1B is now 3.1 and type 3.2 deputize for type 3.1A / 3.1C and official report of examination 3.2 of the latest publication.

The material certificates may include results from  hardness and other tests. It is not required to deliver a separate NACE certificate only if you required that of your supplier. You can also choose for an independent inspection office to do the hardness test according NACE MR0175. It also depends of the specifications of your customer (if there are any).
