Hi,
   I am newbee to designing machines.I am working on a design project. We are trying to simulate a tug-o-war where a team competes against a machine.
    I am not getting any idea how to simulate the back and forth motion while the game is in progress.

Use springs with shock absorbers.

use a long air cylinder and precharge it.  it will act as a spring and if you put flow controls in both ports you can control the bounce.

How about a rope and pulley system lifting a weight?  You could get creative with the geometry to provide a variable force/displacement effect.

You could try rubber rope, commonly called bungie cord. It comes in different strengths.
