Does anyone have experience with OSHPD requirements in California? What is OSHPD?

The Office of Statewide Health Planning and Developemnt (OSHPD) is the adopting and enforcement agency for the California Building Standards Code, Title 24, California Code of Regulations (CCR), with application to Hospitals, Skilled Nursing Facilities, Correctional Treatment Facilities and Licensed Clinics. OSHPD has the authority to amend the adopted model building code as necessary to achieve the performance objectives defined in the Alfred E. Alquist Hospital Seismic Safety Act. OSHPD also promulgates administrative code provisions within Part 1, Title 24, CCR pertaining to enforcement of building standards.

The OSHPD-regulated buildings are classified into the following categories:

OSHPD 1-General acute-care hospitals and skilled nursing and/or intermediate-care facilities.
OSHPD 2-sinle-story skilled nursing and/or intermediate-care facilities utilizing Type V wood or light steel-frame construction.
OSHPD 3-licensed clinics.
OSHPD 4-correctional treatment facilities.

The 2001 CBC contains two sets of parallel chapters 16 thru 23, and 16A thru 23A.
Chapters 16-23 are applicable to buildings not regulated by DSA (Division of the State Architect) or OSHPD and OSHPD 2 buildings.
CBC Chapters 16A-23A apply to buildings regulated by the DSA or OSHPD and OSHPD 4 buildings. OSHPD has only operational criteria for OSHPD 3 facilities.

OSHPD is also adopting many of the new FEMA 350 - 353 requirements into their specifications. In CA, there are many OSHPD and DSA (Division of the State Architect) projects in progress or on the books.

Thank you. I deal with most California Agencies on a regular basis and keep myself informed of the Code Amendment Notices (CAN's), Policy Intent Notices (PIN's), and all other information to keep clients informed and assure smooth plan checks. The research is well worth the effort.

Thanks ERV, great post! I was told to follow OSHPD and had no idea what I was looking for. A web search didn't provide much. Never really knew about the parallel chapters in CBC.
