Does anyone know how to create a point restraint (or force point) in COSMOS? Imagine there is a bar of circular cross section. And I just want to fix the center of the circle. Or How I can apply a tension force just to center point of the circle?

The thing is that you can create point loads and restraints however they have to placed on a vertex of the model. What it sounds like to me is that you want to load a center of a hole and the problem with that is that there is no mesh at the center of the hole.
What you could try is creating a point in the desired place (center of the hole) and then selecting the inside face of the hole and applying a remote load using that point at focal point of the load.
