Do ASME code show rules for design of internal coil (toroidal shell) subject to internal and external pressure?

Is your toroid a pipe or tube rolled to a circular shape?  if yes, ASME does not cover the case you describe.  In the absence of anything else, I would obtain a first estimate of its stability by using the external pressure procedures of ASME VIII.  I would check it as a cylinder of infinite length using the ASME methods.  After that I would continue checking around, possibly conferring with companies that manufacture heating coils.
