Hello,

I am looking at Section 1703 of UBC 97 and it states that non-destructive testing is required for all welded, fully restrained connections in primary frames of ordinary moment resisting frames. I am not sure how to interprete this section of the code. Does this apply only to fully welded connections? Or does it also apply to the splice welds in a bolted connection? How has this requirement affected the pre-manufactred steel building industry?

I find it hard to believe that the added cost of non-destructive testing is required of steel building manufacturers. This would significantly alter the price of the buildings. Does anyone know if building officials are enforcing this section of the code?

Section 1703, Non-Destructive Testing, of the 97 UBC is only required in Seismic Zones 3 and 4. This just means that all welds must be ultrasonically tested or tested by means of radiography

The ultrasonic tests may be performed in a fabricators shop or in the field by a certified technician.

If the welds provide any load carrying capacity, they must be inspected.

Building inspectors do enforce this provision of the code.  At least they did in southern California around 1990 -
