Can someone tell me/or point me to a web site that I can get information on figureing out the proper size fuse for engine block heaters like those used on emergency generators.

Consult the manufacturer and the applicable local building codes.

A typical 5kW heater might be rated 240 volts. 5000/240 = 20.8A. For NEC areas, 20.8 x 1.25 = 26.0, so you would need 30A fuses.
