Anyone know any good outlet control systems (besides pumps)for detention ponds.  I'm designing a storm sewer and I have a developer next door that wants to dump an 85 cfs into the trunkline.

Sure.  Make sure his discharge is small enough to limit the additional flow to the value you desire or can reasonably accommodate.  He'll holler - after all, the larger his discharge the smaller his pond!  Just be sure that you can defend your design -

orifice plate on the outlet pipe is a good way.  size it so that the maximum 85 cfs is achieved with headwater at the top of the pond.
