After I save my drawings I can not change part material (material style). The error I am getting is:

“[ERROR] Cannot modify the library file (file path and name)“

Would anyone be able to explain what is the problem?

You are saving the file (or it is placed in) a library path.  IV6 and above cannot modify files in a library path.

One good idea is to setup a project for library management in which your normal library folders are NOT libraries but are normal active project folders. This way you have a mechanism for keeping your libraries clean and tidy without the hack of moving stuff around just so you can maintain them.
Probably a good idea in a multi-user office to restrict access to the library project.

There are lots of people out there who are unaware of the documentation on the Inventor CDs. On the Inventor 8 Pro CDs for example on disk #1 in the \bin\acadfeui\docs folder there are a lot of usefull docs. Very helpful on file management is the one called 'Autodesk Inventor File Management.doc'.. Also usefull is 'Inventor8_managing_your_data.pdf'

Amazing how many people dont know these file are there hidden away in such an obvious folder on the CD
