Can anyone please advise if welding a 1" (25mm) nozzle in the shell plate of a new API 650 tank is permissible.   if it is ok are there any precautions to be taken?

There are no provisions in API-650 for SS nozzles on CS tanks.  But, its done frequently.  Major issue is welding of P1 to P8 materials, so a SS to CS welding procedure is required.  You may be interested to know that API has an ad-hoc task group dealing with composite construction... SS and CS tanks.
