Please could anyone comment.

Assuming that a vertical pressure vessel on a skirt on its own foundations is classified as a “non-building structure” covered by 1622, where in IBC 2000 does the over strength factor Omega_O apply ?   NEHRP 2000 Paragraph 14.7.3.3.a makes quite clear and logical reference about use of Omega_O in reference to connections and anchor strength.  Logically it should  also apply to IBC 2000 ?
