Has anyone ever heard of a paper written by Pfeffer (sp?) concerning vibrations in New Orleans area soils due to various types of construction activities? If so, please let me know where I can find it.

I vaguely recall it.  I think the spelling is Pfeiffer.  I don't have a firm recollection on the date or forum in which the paper was presented, but you might start with the 1982 ASCE National meeting that was held in the Big Easy.  It was a great meeting!

Have you checked with the local ASCE group or geotech firms?  COE WES in Vicksburg, or the COE office in New Orleans?  And you might track down Pfeiffer himself - or at least his associates - if the paper search fails.
