We are looking for a safe way to rack out a Siemans 34.5kv
Breaker for our maint. techs.  Is there a remote control
set up to allow personel to be in a safe area while the breaker is being racked out?

Siemens actually sells a unit (in the US, anyway) called SARRACS with PLC controls and a 40-foot cable.  They sell it for GE breakers, so I'd be surprised if they wouldn't sell you something for Siemens breakers.

I haven't used it, but it looks like a reasonable product.

As dpc points out, Siemens does make a remote racking device -- this fabricated and now marketed as a result of a specific request of CLECO (I think) [Central Louisiana Electric] -- I think they even have a video of this is action...

There is a Company which specializes in circuit breaker remote racking systems located at www.safe-t-rack.com
they might have what you are looking for.
