As a UST regulator, we review untold numbers of tank integrity tests in which the groundwater level relative to the product level are ignored, at worst, or estimated, at best.  Manufacturers tell us there must be from one-half (1/2) pound to one (1) pound psi on the bottom of the tank, so both the groundwater level and the product level must be considered.  In addition, of course, the density or specific gravity of the product must be considered.  Does anyone have a notion how to calculate the necessary levels (either with water above the product or vice versa) in order to accomplish the requisite pressure on the bottom of the tank? Thanks.
